I worked there as an electrical engineering student in 1982 and 1983, it was called the Naval Air Development Center (NADC). As I recall the main crash house was on the airfield side of the facility (East of Jacksonville Rd.) but they also housed a structural engine on the R&D side (West of Jacksonville). Do you know which firehouse had the siren? I don't remember seeing it, but probably wouldn't have noticed.
