While using Google Earth and looking at town's siren systems, I stumbled across this thing. I asked my friend what it was and he didn't know either. Any ideas?

Not an A, you'd see the center part.
Sterling M-5, Sterling Mechanical Siren Timer, Federal Electric Co. Type B, Federal C3 1/2, Secomak VS1, Federal Type A (Coded & Standard), AF Timer, various other sirens \ controls
