federal q 2b clutch wont engage

i bought a federal q2b at a car swap meet about a year ago its been put away . i started to mess with it the other day and it doesnt seem that the clutch wont engage . maybe im missing parts ? ill post the pictures of all the parts .

when i do put on all the parts the siren is like this one in the video , but mine makes like a scraping noise . it must be rubbing somewhere .
