Federal? siren controler

I have passed this siren many times in my hometown in Kaneohe. It is a Brown Modulator 6024. But for some reason, it has this unusual controller. It is defiantly not a Ultravoice, nor a MC,MCP, or siratone. does anybody have any idea what the heck it is? I wasn't sure to post this on the mystery siren thread but it is technically not a "siren" since it is a control box.

Maybe a makeshift Federal control box casing? :/ The bottom one ALMOST looks like a battery.

The bottom box is a normal Federal battery box, the top one looks like some sort of generic replacement box. I wonder if the original box got damaged or was leaking and they just replaced the entire enclosure and put that on there.

If I can get a closer look, maybe it is a siratone box with an MCP battery box.
