Looks like a three phase one to me, I can see three "hot" lines and the messenger wire on the service entrance coming to the pole.

Yes like open delta or also known as phantom phase.

Yes look at the power poles by the siren. If there are three transformers then it is regular 3-phaes if there are only one or two it is 3-phase open delta.
