#2 & #3 true but let's say that said siren was still in production and Federal wanted to make it better than it was (same design but with more modern and reliable components) could that be done?
I'm sure it could still go a long way as far as improvement, but it wouldn't make much sense with the array of electronic sirens Federal offers. You have the Modulator giving you reliable omnidirectional coverage and the DSA as a cheaper, more flexible alternative for small-scale and set directional notification, which would put the EOWS somewhere in between as a filler that would not do much more than blur the distinction between the other two. Then again, with competition such as the Vortex, the EOWS wouldn't hold much ground even after a refreshed reintroduction because the competition from Whelen seems to have already established itself as the leading oscillating electronic siren on the market. I guess part of running any manufacturer is analyzing the market around you and deciding on whether or not jumping at a new opportunity would give you a favorable outcome.
