The ATI's only have one tone, continuous beep. And it sounds for 15 seconds. The hi-lo you heard were the EOWS 1212s scattered at every refinery from Courtright to Sarnia. Did you hear the Thunderbolt from Suncor? It's dual-tone and you can see it from the St. Clair Parkway along the river before the highway turns into Vidal St. Sarnia. There was also DSA sirens near the Modulator. Those voice broadcasts were just refineries too. Wasn't it an awesome experience? From Corunna you get sirens in every direction.
