I think it is a synth. I do not think any siren alone can produce that noise, not even a dual tone siren I know of. It was used in the song Escape by Metallica http://www.youtube.com/watch?v=mRKwa4vWRdQ, which is from their 1984 album Ride the Lightning so it's definitely far from new. This recording/synth also reminds me of this Tbolt 1000 http://www.youtube.com/watch?v=pu8aqHbhcLE The sound of this recording/synth has a weird "nails on chalkboard" effect for me, it's one of the only siren sounds I find even remotely scary.
