Looking at it again, it looks more like the Mars siren that Ian posted. It's just missing the shrouds over the choppers.

So i did the only logical thing, and called the town. They had no idea. I got a hold of a gentleman with a uniquely southern drawl who said "nobody knows, so the only way to find out would be climb up there and find out. Which I'm not going to do."

I did find out that they still use this siren, in addition to their 2001SRN, for tornado warnings and fire calls. Ultimately though, I am switching it to a federal type b, which I am able to find images matching it.

I remember seeing this siren a few years back in Evansville, MN when I was still in school in North Dakota. They never had a good street view, but I checked today and alas, here's a great view.

Is this a Model 20?

I almost want to say it's a red Model 2, that is if I'm looking at the right one...

Yep. That's a Sterling 2V8 missing the bottom half of its housing.

I found a mystery siren in Estacada, Oregon, on the FD. I hope it saved lives during the recent 36 Pit Fire.
