Power has been unhooked from those sirens for years. You don't have to have a license to call in a crane and take it down. As to whether or not he has to pay for the siren that's none of your business. The crane company will care. When I had the 1003 removed in Sherman the crane guys wanted to see the documentation from theIf you just pull up with a crane and look official, I doubt anyone will bother you or care.
