I saw a video on YouTube that showed some weird set up of boxes on a pole in Hennepin Co..... You can see/hear them (I think the sound is coming from these) at 0:05 seconds in this video https://www.youtube.com/watch?v=QwNy7IsajLI

I highly doubt that's a siren. That appears to be PA speakers at a park. They just dubbed 2001s over it, im guessing.
