It looks like a 12-port Model 3 to me.

What was the small siren mounted on top of the vent? To muddy the waters a bit, some of the Philly vents had a small siren mounted on top of them.. I am still going to say this is an underground vent. I also read the supporting story and it would appear to me that they got ahold of information that there was a siren located there and seized on that thing as the siren for thier website.
