Not really possible. The gear reducer keeps it from spinning as fast as the motor does. The belt is already spinning crazy fast.

Highly doubtful. More than likely the classic belt snapping and repair man putting the belt on the very first slot assuming that it is the correct pulley to put it on, which it never is because the first one is 8 RPM.
