They probably wanted to get a siren since they are in the middle of tornado alley and their Model 5 didn't cover the entire town. So someone on city council went to an auction or eBay, found a cheap Allertor, and since they had a max ~$500 budget they had to use only manpower to install it. No cranes or anything.
