In the rules, it does say to try not to bash siren companies, because this page is trying to act professional. Another reason is so we wont stir up unwanted drama with other companies, because some EMA directors and staff of siren companies follow this page.

Does anyone know what kinds of issues the units had? If the controls themselves kicked the bucket the head might still be usable if equipped with a controller from another manufacturer.

I think if memory serves me correct, Jason basically said that they were old, and didn't reach that far, and were hard to work with, for reasons I don't know (software? Radio Activation?) I also recall he said that the speakers are wearing out and basically, the Whelens are a better siren.

Hopefully, there is a good balance between the ATI's sold to us enthusiasts, and municipalities. In an earlier post, I posted that GP, TX gave their P-15s, and P-50s to VFDs.

The new Whelen boxes are sitting at the bottom of a few of the ATI's. I'll get pics in the next days coming forth.

No, the Whelen boxes are on the pole but not actually hooked to the unit. The unit will still run on the ATI controls.

Okay, turns out, a few of the ATI's had some control issues and the EMA director assumes the new controls at the bottom of the pole are to fix that problem. If that is true, why would they spend the money on that since the WPS-2910s are going into place in a month or so? Any thoughts people?

That would be interesting to see the ATI heads on a Whelen panel. They might just be installing them for now and installing the speakers at a later date. Since the ATI horns are 400 watts each you can wire them up to the panel as if it's a 2908. All they'd need to is add the two extra amps in whenever they stick the new head on the pole and program the logic board to use them.
