Small bump, but here are some stuff to point out here in Missouri:
The one in Springfield is owned by the Missouri State University, and it is likely inactive since there is a 2001-SRN located not far from it. The 2001 was moved from it's original location at Cherry & Holland and before that, the STH-10 would go off. However, it is not confirmed if the 2001 was meant to replace the STH-10. La Belle's STH-10 goes off Monday-Saturday at Noon and 6 PM. It is also used as an active fire/tornado siren. As for the one in Rich Hill, their STH-10 is long gone as it was replaced by the 2001.
