Because they wanted them to be yellow, probably so people would recognize them as sirens since their Thunderbolts were also yellow. It's as simple as that.
Resident of a county with big a mixture of sirens, but in the process of being replaced. :(

Those 3016s are long gone. They were CD sirens and had CD stickers on the boxes (until the police put their own stickers over them) Hence (likely) why they were yellow.

They were all replaced with a fleet of 2910s in 2011. And before you ask they were all single toned.

You'll learn in due time not everything has or needs an explanation.

The reason I asked is because I thought they had either been damaged or had come from somewhere where they had their sirens painted yellow or were exposed to some weird elements.

Please excuse the typing errors, this iPhone i being really crappy.

What? That makes no sense. Why would you jump to the conclusion that they were damaged? And what "weird elements?" I assure you the air in St. Louis is not toxic.
