That's a ramshackled MadahCom WAVES siren. It and the rest of the sirens installed in the area are MadahCom sirens, which are basically SiRcom SiBT sirens. For whatever reason instead of going with the SiRcom speakers they went with 100 watt Atlas speakers. MadahCom was bought by Cooper, which was bought by Eaton. These sirens used prerecorded voice but are capable of doing tone and sound like the SiRcom sirens in Germany.
