Found out what it was. It is a Bullard Type S2 that is flipped.

Looks a bit too big to be a Bullard S2.

I've done some research into finding a Champion that looks like this and, yes this is a Darley Champion. This video has one that is a different location.
But if I am wrong, at least I tried.

That is actually, as best as me and a few others I've run this particular siren across can discern, an HOR Siro-drone of some kind.
