how would someone go about asking a city for an inactive siren?

I'm wondering how I should ask a city for their inactive thunderbolt 1003.
what is the best and most effective way to do that?

Try calling the county and asking for it, or if its an inactive fire siren try calling the fire station owning the siren. If those both don't work out, try calling the police department office; they by chance could own the siren and let you buy it from them.

It is generally inadvisable to outright ask for the siren. instead, offer to buy it from the city. You'll often get farther.
