I found the song played by the Tenri music siren! According to this website, the song is called "Mikagura Uta" (みかぐらうた). It's a service song to signal the start of prayers. Everyone turns their heads to a temple for about a minute until the music ends.

Looking closer at it, it likely won't ever be able to play again. The frontmost stator is cracked badly, and even broken in some spots.
