Did Norfolk, VA have just Thunderbolts?

I have been wondering this for a while. Norfolk, VA had a system of FS Thunderbolt 1000 sirens from 1952 to 1990, but could there have been more sirens located around Norfolk? This all really started when I came across this picture of a pole mounted Model 2 taken in 1975 said to be on church street. Was there a system of these, or is this somehow a fire siren?

I believe the Fedelcode Model 2 seen IS a fire siren because I did some research and saw there was just Thunderbolt 1000s in the system, with at least 1 Model 2 as a fire siren.
