Is this a siren? If so, what the heck is it?

I stumbled across this possible siren while filming at the Strasburg Railroad in Strasburg, PA. The railroad uses it as a Public Address system, and the only thing that makes me think "tornado siren" is its resemblance of a mini ACA Alertronic or something, and that any announcements on it are very loud up close. Anyone know if this even is a siren, or what it could be?

I believe this is a Community Application Solutions RSH-462. It is a PA or paging horn but if I recall, in some places used as a voice/tone alert system.
