You don't always need to take apart a blower if its locked up, unless something detrimental is wrong with it. You can get blowers freed up using diesel or kerosene and letting it sit in the lobes for a small period of time. However, taking apart blowers, I haven't done that myself, other then taking off the gear cover and bearing covers, but past that, I have no idea. That part of the question would have to go to someone else.
