That's definately not a Whelen. Whelens sound nothing like that whether they're old, new, or even attack or wail. It's definitely a Federal of some kind, either a Modulator or a DSA.

well it depends on where they live, but Georgia mostly has 4004's/omni directional whelens, however there are modulators, so it may be a modulator as well, but it is DEFINATELY either a Modulator or Whelen

I'm thinking it's probably a Modulator using a custom tone. It's peak sounds way too high pitched for a Whelen, and it's lowest note is lower than usual.

very true, but, there is a video of Fort Worth Texas's 4004's, and they sound a lot like this, and, the wps2810's in the next town over wail EXACTLY like this as well, so who knows... http://youtube.com/watch?v=FIDXV0e3uLI Fort Worth's 4004's

That video is taken in Crowley Texas, not Fort Worth. Whelen's don't sound like that.
