This thing looks like it's painted brown, or rediculously rusty. Note how the blower is mounted on a beam between two poles, like many of the TBolts in that area. The rest of Andover's sirens are all 2001s.
I've actually done quite a bit of studying on this particular tornado. I can remember back in 1991 when I lived in Cincinnati and my older brother, who was crazy about storms and tornadoes back then, watching a show about this tornado and you could hear a 2T22 screaming in the background. If anyone finds ANY videos of this tornado besides what's currently on YouTube, let me know.
