In Wayne County, each community activates their own siren system. Sadly, due to political infighting, Wayne County never went centralized with their siren systems, or 9-1-1 dispatch centers. There are very few area's in Macomb county and oakland county that have whelen's. The majority are 2001's.I was in the Detroit area last year and noticed that the suburbs had a lot of sirens (Whelens) but I didn't notice any in the downtown area.
