I think thats the binary code thats sent by the EM director that tells the rotator motor to rotate 90 degrees and sound the tornado warning line.

DTMF is the "language" that the siren speaks. Each siren has an "address." So in a sense, yes it's the box telling the siren to rotate 90 degrees.
