Civil Defense Speaker "Sirens"

I found this screen capture in the film Your Civil Defense from 1959. It looks like a bunch of speakers mounted on top of one another, but the narrator describes them as siren systems "to be used in noisy cities".

It is probably where ATI got the initial idea from? :P

Either way, would be interesting to know where this was at, and any other information regarding what it sounded like for a "noisy city".

I'm afraid I don't have too much more information on this one. The film itself was made in 1959 but it is comprised entirely of footage from other civil defense films, for example the next scene is of the Chrysler siren from A Day Called X. The footage seems to be taken from earlier years, around 1956 maybe. I'm not sure what an ATI system looks like, but these speakers seem to be tethered in place in the picture. Maybe it was more like a public address system?
