I think it's just PA system put together with cheap ingredients. We have speakers like this in school gyms around here. Like you said, it could be home-built. Doesn't look like a sturdy device in severe weather. Also, note that some have different speakers.

Looks like a fan for an AC system rather than a siren.

Altona, MB just installed two tornado sirens.

According to news articles I located the sirens, but I don't know what they could even be.

Downtown siren:

EDIT: Another news article cites the siren is at the fire dept, I found one there, an old one, and the two tornado sirens that were installed are brand new.

The first one may be a Sterling, model unknown. The third one is Fedelcode Model 2.
I love firefighting and sirens. Somehow they go together.

In Watonga, Oklahoma, I saw a church bell example. While taking a detour to see the STH-10, a couple blocks north was what looked to be a MasterBlaster. I looked at the building it was on and of course it was a church. This was before I knew that speaker arrays like that were quite common.

I was browsing the Siren Archive, and I found this:

To me, it sounds like it is 8/12.

It's actually a 10/15 port siren. Notice how it peaks at a higher pitch than a P-50/Cyclone. Same musical interval, though.
