Looks like a vertical version of an older Federal Model A.

That is a Federal siren mounted on top of a Crouse-Hinds Type D four-way traffic signal top section. Judging by the type of terminal strip and how it is mounted in the top, it is very late 1930s to mid 1940s era.

This signal, when complete, would have been a single section beacon with all red lenses that hung in the middle of the intersection close to a fire house. When the firemen got a call they would activate the signal and the siren. The signal would flash red in all directions and the siren would sound to stop and alert the motorists that the fire apparatus would be pulling out of the fire house.

It is a little high on the price, but it would be perfect for the siren, fire equipment and fire alarm and traffic signal collector.

The signal section can still be completed. I actually just parted out and sold a Crouse-Hinds Type D three section (red, amber and green) four-way signal of the same vintage as that top. I sold enough parts to finish that signal at least once and almost three times over.
