What are they doing with the new 2001s to make them visible to aircraft? I'm sure they don't have this same setup.

You are partially right. It's for all aircraft arriving and departing from DAL. The FAA mandates that anything over a certain height and a certain distance from the airport has to have a recognition light for visual confirmation. There sure are a lot of raised structures in the vicinity of the airport.
And don't they have orange buoys on the telephone/electrical wires?
