Here is how you should have it wired:
Run a wire from L1 (on the motor starter) to one of the coil terminals.
Run another wire from L2 to one side of your FC relay, bring it back out the other side, go to one of your heater terminals (95 & 96). Come back out of the other heater terminal and go to the other terminal on the motor starter.
Bascially L1 goes straight to the coil, L2 makes a big loop through your FC, heaters, and back to the coil.
As for the siren power feed for the siren, I come in on L1 and L2, then go to the siren from T1 and T2.

The company stated to use all three terminals, so L1 jumps from T1 to L2, and the siren is hooked to L2 and L3, so that all contacts are used on the heater.
By coil terminals, are you talking about the FC or starter? So you are saying to Hook L1 to A1 on the motor starter. Then L2 goes directly to one side of the FC (say J8), and the other side (J7), would then go to 95 of the heater terminal, then a jumper from 95 to 96, and then to A2? If I have that correct?
But for me since I am using all 3 of the heater coils, the only difference would be that I am using L1 and L3 instead of L1 and L2. I will try and draw up a diagram to help explain this.

You just pulled up a generic wiring diagram from automation direct, there is no need to use all three terminals. We have put in several of the motor starters on single phase apps and they work just fine using two terminals.
Also verify that the heater terminals you are using are normally closed. They have two sets of terminals, N.O. and N.C.

Yeah everything else is ok. Just check and make sure that you have it wired through the N.C. heater terminals.

I wired it up just using the two heaters, and nothing happened. I believe it may be due to the NO terminals instead of using the NC. I will switch it to the NC and see what happens. I suppose this is because they are open, and the circuit would not be complete. With the NC, it would just pass right through.
