I have no idea, but sometimes Jonesboro, AR would be a little slow on activating the sirens as well. So being five to ten minutes late from when the warning was issued is standard, I guess.

To be fair, the Siloam Springs police force were driving around as spotters prior to the warning. One parked down the block from my residence before switching on his lights and beginning patrol through various streets during the tornado warning.

Columbus/Franklin County Ohio is the same way. I remember once when there was a good 5-10 minutes between the time that my weather radio went off to when the sirens actually sounded.
