Is this a vent or a siren?

It is in Camden, Maine, on top of the post office. I have been going to that town since I was a baby, and I have always wondered if it is a vent or a siren? Everyone tells me it's a vent but I'm convinced it's a siren.

If you were so confident it was a siren, and then argue when multiple people tell you otherwise, why even bother asking?

Just for confirmation or other people's opinions. If it's a vent, so what? I just get a sireny vibe from it. I don't want there to be arguments.

well, it is a vent guard. either for a furnace or (given the age of the building) a boiler. There's no visible noisemaking parts. It only looks like a siren because it uses the same method as e.g. a Model 5/7 to keep rainwater out; an "umbrella" guard.
