Fedelcode-style housing design question.

As evidenced by Yatesville, GA's old Model 7, Fedelcode-style housings do more harm than good to the sirens effective range, since sound basically projects straight down instead of straight out. My question is, what on earth was someone at Federal thinking when they designed that housing? Did they not take into account that sound would not be able to project like it needed to?

I'm assuming the Fedelcode-style was designed to fit the coding damper and solenoid. I've no idea why Federal would have used it on sirens lacking the mechanism, though.
