I did some digging and it turns out this siren came from the West Hanover Township Fire Department in Dauphin County, Pa (about 30 minutes from Cleona).. they built a new firehouse and I guess decided to not remount the 115. Cleona's former mayor bought the siren with plans to use it as an emergency siren for large amounts of Balken Oil being stored in train cars in Cleona, they completely refurbished it and repainted it in this nice maroon color... I initially thought it came from the Windber Fire Department in Somerset County as their 115 was this color and it disappeared off of the old station.
