By the looks of that sky i don't think they would be testing a tornado siren.
That exactly what these sirens are. This is one of Livonia's EOWS sirens, which is right next to Plymouth. They use the Hi-Lo sound for Severe Thunderstorms, with confirmed winds over 115 km/h.
