Is this siren active?

If you were to go to the town of Benton Ridge, Ohio, They have 2 sirens. One is a 3T22B and the other is a 2001-SRNB. Is the 3T22B active? :?:

Maybe, it seems to be wired up. The SRNB might've indirectly replaced it, but the only way of knowing is contacting the city.
