I think it's a Model 5/7 with a very modified housing.

And it makes sense, too. I looked up the fire station it's on actually has a Scream-master, Fedelcode model 2, horns and a Model 2T on display inside!

Since the siren is in California,, I think it's a heavily modified Scream-Master or a 5/7.
