Does anyone know if there is a new version of this document.
I thought it came up a while back on the board and there was
a new version but maybe I'm not remembering correctly.

Yes there was. It's called the CPG 1-17 update, released in 2006. I will look for a link for ya'll.

A quick search on the internet turned up a several mentionings of the document, and a disturbing new specification.
