It isn't going to be all that loud--it appears to be a model 2008, 112 dB at 100'. Regardless, the improper wind down sounds like a programming glitch with the UltraVoice. Sounds like they programmed it to do a noon whistle but rather than cutting off after its lowest set frequency, it cuts off after a certain time. Sure I could be wrong, but that's what it sounds like. Nothing sounds wrong with the drivers or amps.

Regardless, those UltraVoices sure do seem to have issues, though.

I really don't think that's physically possible. Compression drivers can't resonate like that, it's a problem in the tone generator or the processor code.

Sounds to me like they may have tried to program it on there own on the winddown.

You CAN'T DO THIS. Unless you've been tought how to do it properly. I've heard of caseses where someone who didn't wanto to pay for the programing fees, tried to make there siren sound like the old one.

This can bee done but you gotta understand how timing is accomplished. I seen the programing screen myself & if I remember corecttally, it deals in ms Milliseconds. you need to understand that, & need a good handle on basic math.
