seems to be either a 2T22, Carters, or Sterling with some custom housing done to it.

That is actually a(n) HOR (Supersirex I believe?).
They do rotate actually. One projector is missing on the right side.

Some Hor Supersirex's Do not rotate This Horman does not rotate and is 9 port on both sides

That is a rotating, single-tone HOR, missing a horn.
