My guess is that one of them went either had a malfunction and got replaced, or one is used for weather and flood warning and one for tornadoes, if thats the case then one may be dual tone and the other may be single tone.
It looks like they've shaved down the projectors so that they're directional based on the way they're pointing. Though really, I would have thought it cheaper to mount one slightly larger siren on top of the tower, but what do I know.
They could also be mounted like that to muffle the sound in a particular direction, similar to the fact that the La Crescent, MN Hurricanes are welded into place to keep the sound from blasting into houses. Defeats the purpose of an outdoor warning siren, but whatever.
There actually may be 3 of them if they have Milaca written on 2 sides, because I found another picture of the water tower, 2 Screamers shown, but one is right underneath the writing, and both not being on opposite sides of the writing.

You could be right, since my link showed two of them to the sides of "Milaca" and your picture shows one underneath the C in "Milaca." That's rather interesting...they should have mounted it elsewhere, like on top of the tower, as uncommonsense stated.
There's gotta be 3! If you look in the most recent picture, there's a ladder leading to the top next to the letter M. In the first picture, that ladder isn't there so it's gotta be the other side! What an interesting setup
Very interesting indeed. Perhaps the way they have them mounted, it part of the town couldn't hear them so they placed them on the other sides. I can't think of how to explain it lol, but with three of those, they could have mounted them in different locations around town. I bet that water tower rattles when they sound.
