I've been pondering over this over the past couple hours. What is the tone in this video?

Is this a custom tone or some factory tone?

Westminster Chimes, it can be ordered from the factory as an add-on module.

i thought that the westminister chime tone came with all EOWS*612 sirens

It does, it's a factory tone, however you were given the option to purchase additional "custom made" tones
