Sirens capable of hi-lo are rather rare. In most places, the fire signal is either three long blasts or five cycles of attack. I've heard every kind of fire signal from a one minute alert (for a coding siren that no longer coded in Ashland, OR) to three minutes of attack (Blue Earth, MN) to twelve cycles of attack (Burns, OR).
