This could be for that. O'Hare also uses gas turbine generators for emergency power, this could be intake or exhaust for that. The more I look at it, the more it looks like some sort of ductwork. Even the throats of the "horns" look like they could possibly be tube-axial blowers. Anything is possible though, but it looks way too big to be a noise making device, that would be insane!
