I thought all the Whelen 2700s were replaced around 2008 like most of the old Wayne County sirens.

They were, but apparently there was at least one or two that hadn't been taken down thereafter for whatever reason, but still were decommissioned. A few years after the new system has been in place, they decided to purchase three more sirens to integrate with the current system. Whomever installed the MOD 2 probably happened to have saw an existing "former" location next to an attraction spot where it could be most effective.
